[Bug] Fullscreen isn't fully Fullscreen in Windows #20

Description of the issue

When I press F11 to go into Fullscreen it makes it kinda Fullscreen, but the Task Bar from Windows is still visible

Reproduction steps

Open a game in Ryujinx and press F11

This is Windows 11's fault, the taskbar often stops being counted as part of the desktop on HTPC/TV connections, and monitors that implement Deep Sleep(which disconnects the display from the system when it power saves) and the system has switched to the NOEDID output, or cycling through several monitor configuration profiles that some TV's employ between sleep mode and fully powered on.

you can usually use ctrl+shift+win+b to force the entire desktop to refresh by forcing modeset of the display.

In the condition where the taskbar overlaps Ryujinx, it'll also show over the top of web browsers too (with steam being the opposite, drawing on top of the task bar) instead of considering the task bar height in its own calculations for the windows maximised state.
