it is the select user profile section when launching a game or joining splitscreen.

to fix local couch coop in some games (like Minecraft) that uses user profiles for the other players

Why would this feature be useful?

The PlayerSelect applet is used for some games to play split screen. for example, Minecraft for the switch uses this applet to select the userprofile for the 2/3/4 player. without it, those games wont work in splitscreen at all. plus it would be great and easier to select a user profile for specific games when launching
