It won't open because I need Win10 20H1 or higher, but I can't do that. Is there a way to use the emulator without whatever the implementation that requires me to update?

If you can't update past 20H1, then there is a very good chance that you can't run Ryujinx, or that you won't have a pleasant experience using Ryujinx, so there's no point.
