Add DebugMouse HID definition, targeting applications that utilize the 16.0+ framework cmd ActivateDebugMouse (e.g., Clock Tower Rewind).

Similarly to DebugPad, the implementation is currently marked as a to-do, as DebugMouse is primarily intended for development and debugging purposes.
